Can you really make a country more innovative?

If so, what does it take to build an innovation nation or to transform your economy to place innovation at its core?

The Global Innovation Index 2011 was put together by Insead along with knowledge partners Alcatel-Lucent, Booz & Co., the Confederation of Indian Industry (CII), and the World Intellectual Property Organization (WIPO).

The recently released Global Innovation Index 2011 gives a ranking of innovation nations, but what does it tell us?
